Why won't you leash her? If she is leashed she cannot run away or get run over or hurt.
There is a spray that we get here at Petco or PetsMart. It is specifically to help a puppy have to go pee. They sniff it and it stimulates them to go. I am not sure if you can get it in Germany, but you could ask a clerk or attendant at the store and ask them if there is such a product.
