In college, this is called plagerism.
Passing off someone's work as your own is known as plagerism.
Individuals who plagiarize material deliberately are committing an illegal act. More common is the failure of an individual to cite the sources of their information. It's ok to use pictures and paraphrase text but be sure to cite the source of your information.
