Sounds to me like it's yeast infection of the skin. Try this great resource with pics of affected dogs, so you can compare...
nzymes (dot com). If it is yeast and if it's only on the ears then it has just started and you can combat this with Chlorhexiderm Max Shampoo (pescription) or if only a small area is affected try a mix of white vinegar and water for spraying the affected areas. Oral medicine for this disease is Ketoconazole. Hope this helps! I would have the vet do a skin swab and get a proper diagnosis though!
