Crate her. The only other option is to take her with you everywhere you go. I crate mine in the car sometime, and when we spend the night somewhere ew, and at hotels.....but mostly he is free to roam..and he rarely has an accident.
Yorkies are difficult, but they WANT to please you, they just get excited and forget.
I hate to think that your little dog is somewhere that she is not loved. If you can't resolve this issue, and care for the dog properly, you should give her to a home that will be able to handle her.
