Does your state require you to be lisensed by the state as a kennel if you breed more than one litter per year? We have had several puppy mills closed in our town and everyone who has a couple of litters a year are confused about why the state of Georgia requires even hobby breeders to have a lisense. Makes no sense to me. My dog are pets and I have had only one litter this year. I do not consider myself a "breeder". I am confused. Are there any breeders in Georgia or what does other states require?
