It is a parasite. Conditions don't have to be dirty for dogs to catch it. It is spread by the occysts from infected animals feces. The occysts blow around. Most birds are carriers, so walking through dried bird poop and then licking paws can contaminate. It is also found in standing water and can be present simply due to a lot of rain.
