I've always heard the way to teach a dog to not bark is to teach the to bark first. Maybe you can try it since other things haven't worked. We taught Reagan to speak then while training we would tell her to "hush" when we wanted her to stop. She eventually learned to stop, I can't say it works all the time though. When we are inside I can get her to stop but if she is outside she is in her own little world.
As far as the vacuum/mop/broom I would work on stay, if she doesn't know it yet, then when you start doing one of these things tell her "to your spot" and take her into her bed or crate(leave it open) or beside a couch or something and tell her to stay. Walk away and start doing whatever is needed if she gets up take her back "to her spot" and again with stay. Just continue to put her back each time she gets out and when you are finally ready for her to get out you let her out by saying "ok" or somthing then praise her and give her treats. Do not let her out until you say your release command "ok" or whatever. She will eventually stay the whole time, Reagan will stay during the whole supper even if we have company. Maybe try shorter times in the beginning gradually adding a little more time each time.
