You have to use treats to teach her to come. Hold a treat and say, "come" and she'll come because she wants the treat. Praise her. If you keep doing this, she'll learn the come command and she SHOULD come whenever you call her. Or you can just teach her her name, and have her come when you call her name.
Everytime she looks over and comes when you say the name, she gets praise/treat. Then put in an environment with a LOT of distractions. Teach her that she has to respond and come when you call the same way. Then her in an environment with another dog (that she's friendly with), and when they're playing I call her (with treats in my hand) and hopefully she responds. After awhile, she will learn thats he needs to come when I call her regardless of the situation, and regardless if there are any treats.
Right now, she's either being very playful (she thinks it's a game when you chase her), or she doesn't see you as a leader, and therefore she doesn't have to obey you. Good luck!
