You train them!
I have a porch and I put a baby gate at the entrance. I open the dog and the dog goes running out (but can't go far, obviously because of the gate). I say, "NO" and I put him back at the door. I open the door again and if he runs out I put him back and say "NO". Soon enough he'll learn that he's not allowed to just rush out the door unless I say he can.
Also, when walking, I start with the leash. The SECOND the dog starts tugging, I stop completely. When the leash goes slack, I start walking. Tugging again? I stop and wait till he stops tugging and the leash goes slack. Eventually he'll pick up on the fact that we're walking together, and he's not to be running off. Soon enough, you'll be able to go on leashless walks, but be sure that he responds when you call.
To make sure he responds when you call, I first teach the name. Everytime he looks over and comes when I say the name, he gets praise/treat. Then I put him in an environment with a LOT of distractions. I teach him that he has to respond and come when I call. Then I place him in an environment with another dog (that he's friendly with), and when they're playing I call him and teach him to come as well (usually with treats). After awhile, he will learn that he needs to come when I call him regardless of the situation, and regardless if there are any treats.
Hope that helps! You have to be in control of your dog and be the leader, and they will obey you. Right now the dog thinks HE'S the leader, that's why he goes running off and doesn't come when you call.
