Oh yeah that certainly looks like a snake bite. Those little garter snakes don't have fangs so you won't see puncture wounds. My brothers used to tease each other with them when we were all kids. Someone was always getting bitten. Just make sure the area is clean and keep an eye on it for any swelling from infection. She should be fine.
