This will sound gross but try this to encourage your pup to poop on a pad. Pick up a piece of feces with the pad and then then discard the feces. Enough of the smell will linger on the pad to tell the dog "this is a poop spot". You might even pretreat several pads at once.

This also works when training to poop outside. In that case, just take the feces outside and leave it in or near the spot where you want the pup to relieve himself.
