Chloe had a "ball" of poo once that was still stuck in her butt a bit (I guess that's what the above poster means when they say "butt plug"). I pulled what i could off with TP, then I tried to pull the part that was still inside out of her anus (while being careful not to tear anything/cause any tissue damage). It worked okay for most of the "ball" part, but it was all smushed all over the place so I, of course, washed her little booty.
She's never had the ball of poo again, but she does have a bit that gets stuck once in a while and I just pull it off, if I can, then wash the area with warm-hot water on a newborn facecloth (super soft).
I don't want to shave her tushie area because the hair DOES have a purpose...but I think I may cut it shorter...
