I'm not the best one for an answer, but wanted to welcome you here!! And we will harrass you to post pics of your baby

All I can say is to "lock" him in an xpen until he does go. You can develope a pattern and predict when they will do their business. First thing in the morning is a given for my girls, so I put the new puppy in her xpen and won't let her out till she does it! If you take him outside and he didn't go, I'd lock him in his pen until he went. Thats all I can think of!
