My Marcel is 21 weeks and 1lb. 8oz. - he eats 1.5 - 2T in the a.m., 4pm, 7pm and 1T before bed. He eats all of it and digests what he doesn't need.

I got him from the breeder at 1lb. 4oz. - and he started gaining weight when I took him off kibble and started feeding him as above.

I don't really think puppies are prone to "overeat" - I think, like young kids, they eat until they feel they're done. I would suggest using some guidelines but look to your pup for messages too - does he still seem hungry, does he never leave food on the plate, does he graze his kibble when you're gone, is he gaining weight okay.....you get the picture.
