Hi and welcome to YT. So glad you could join us.
Well the first thing maybe would be keep the hair cut out of the pads, and then trim the feet back to the tips of the nails and around so that the hair doesn't touch the ground.
I wouldn't bother with a pen outside. I'd just take her out so she can potty and I'd stand and watch to see if and where she goes. If she doesn't go at all, then put her in either an expen when you bring her in, or a crate. Don't let her have run of the house till she is house trained.
