I am sorry I don't have any advice or suggestions on this one as I can't seem to do anything with my Golden in this situation and she is the worse. When I take all three dogs to the dog park it is about a 15-20min ride, she whines all the way to the point I have to turn up the music or open the car window. I've tried everything, chew toys, treats, commands. Even after running at the park she might settle down a little bit but still whines home. The little dogs look at her like..What is your problem?! Good luck, I guess just like people every dog has their thing!!!
