 Yep - It's a Westie!
They are typically about a 15lb dog normally so he's on track. Wire hair is desirable as stated before.
Westhighland Terrier's and Cairn Terrier's started out as the same blood lines. Then they developed the all white blood line and renamed them. Cairn's have wirey hair as well.
Great dogs!!! He looks like a good one! I'm attaching a picture of a Westie that was in Calliope's Puppy Pre-School class so you can see what she looks like. Her name is Lily! She's about the same age as your rescue and looks about the same size as well.
