The registries of different countries have different regulations. In Canada, our Canadian Kennel Club requires all dogs/puppies sold must be registered and the breeder must do and pay for the registration and transfers with no extra cost charged to the buyer.
In Germany, of course, anyone selling for breeding/show would have to have that pup registered. For pet, I don't know but there is a German Kennel Club.
Try googling German Kennel Club for their website and there should be a contact tab to either email, phone or write them as to their policy for breeders selling a purebred pup for pet only.
