It just looks like dry skin that lost the hair.

It could possibly be a mite. A scrapping at a Vet clinic would determine if that's it.
However, I have a Yorkie that will get that from allergies which is more likely the cause and likely a food allergy. I changed the food to a hypoallergenic one and it seems to agree with her. I switched from Royal Canin to Natural Balance Fish and Potato. The hair that was missing has now grown back.
