I can't come up with any reason not to give them to a puppy. My dogs are adults and they love Flossies and they work great to clean teeth. A couple CAUTIONS though: only give them for an hour or so, supervised, then take them away. They can quickly become a choking hazzard. Also, buy the jumbo flossies or the biggest ones you can find, even for a tiny Yorkie. My Yorkies can go through a small one in minutes. That's too much undigestible stuff in their tummies. The jumbos last for a week (an hour a night). I worry about bacteria, so I keep the half-chewed ones in the fridge, then nuke for a 10 seconds or so to kill bacteria before I give them back to them.
