Most stores don't use volunteers because of insurance issues. If you were to get hurt in the store, they could get sued.
Copy some information off the net about puppy mills and the horrible conditions the animals are in and show give it to the shop owner. Some shop owners swear their pets come from local breeders, but most times that isn't true. If they continue to sell these puppies then you can actually picket in front of the store, but be sure to be so many feet away from the door. Carry large pictures on the board of puppy mill dogs. There is a lot of information on the net tellling you how to go about the picketing. Have some friends help you as it carrys more weight.
