 This is a differrent approach
I am in no way supporting pet shops that sell live animals. I would like to see an end to this generally cruel practice..... with that said
To help the immediate plite of the poor little fellas in puppy and kitty prison, offer to volunteer to help clean the cages. I would also work with this Mom and Pop shop and maybe help educate them and encourage them to stop selling puppies -- or at the very least buy healthy pups and kittens from reputable breeders.
If they agreed to let you volunteer, at leat the babies there NOW would not suffer quite so much. Sometimes setting a quiet example works better than getting your tail feathers riled up and screaming. If you can change this one pet shop, then you have done a HUGE good deed.
