Write (email) your newspapers - the local tv news stations - post it all over the internet and.... post it HERE - it DOES get attention....
those poor poor puppies - Also the HUMANE SOCIETY and the ASPCA is a good place to start - too bad you can't get pictures of the conditions...that helps but don't get yourself in trouble. When I had to get help for a neglected dog - I found phone calls get a faster response - you can call the humane society and talk to someone there ...
