Please can I offer some advice which would be the best thing for Scooter. Call a Yorkie rescue organization. Unless you are experienced with interviewing people they can lie to you and who knows what can happen to Scooter. Also, it is never a good idea to offer a dog for "free" as all kinds of people come out of the woodwork.
and as sad as this is, some of these little dogs have been adopted to be used as pitbull bait.
I know this is a difficult decision for you and you want what is right for Scooter (a good home without looking for $$$) but rescue people are very experienced in matching the right person to the right dog and they do home visits to check everything out.
