Suggestions:
First of all, when you are home and can pay attention, keep your little one on a 6ft lead that she drags around the house--YES, INSIDE TOO. This way YOU HAVE CONTROL and will not get involved in a game of "chase' with her. Because this is exactly what is happening. I believe that you little girl has LEARNED that when she goes near those chips that Mommy chases--when Mommy chases she gets to play. I am not so sure that it is the mulch chips so much as the game you have inadvertently started with her.

Secondly: When she heads for those chips with her leash dragging behind her, you can CALMLY walk to her and entice her away by re-directlng her with some very POWERFUL TREAT THAT you know she likes and will respond to. Much praise and she learns that there will no longer be a game involved when she goes near those chips and when she begins to respond to your re-direction. Make it a positive experience for her to LEAVE THOSE CHIPS ALONE.
