Most states follow the rule that dogs and other domestic animals are personal property. This isn't very helpful as far as bringing them along with you, however. UNFORTUNATELY! Most policies regarding dogs are due to health reasons, and are for safety. An analogy would be a gun is your personal property, but there are certain restrictions regarding where you can take it (I don't own guns, just trying to make an analogy). I would do a search for "pet friendly hotels" on the net - I have found some good sites that list hotels by city that allow pets.
One more note - Pets being personal property may not be a good thing. The way the laws are (at least in Virginia), if your pet is in a purse style carrier, and you have it on your arm, and someone comes up to you and intentionally hits the carrier, they have committed a battery on YOU, and you can press charges for battery. IF your puppy is on a leash, or is not "attached" to you, and they come up and kick your puppy, arguably the puppy is "personal property" and you would not recover as much. I know I feel like my Sassy is much more than personal property. She's my BABY!
Anyway - I take Sassy with me in her carrier EVERYWHERE. I'm not scared, and I'm not being sneaky, I just hate to leave her alone. If there is a sign that says no dogs, I'll leave her at home, but otherwise I'm taking her until I'm told I can't!
