I think it's a fabulous idea. I am one who thinks that every cat and dog and rabbit in the country should be spayed/neutered. Reputable breeders are the only exception. Pet over-population is a huge problem still and it's so sad to see so many animals in need of homes. I think it might help cut down on backyard breeders who don't know what they are doing. I've seen so much sadness and so many horror stories working at a humane society, and I live in the Northeast - in other parts of the country the over-population problems are out of control. Obviously, the best way to solve that problem is to educate and provide low-cost services to the public, but I think putting laws in place might help as well. Spay and neuter!!!
