It sounds like she's REALLY trying to get Lili to play with her - MAYBE... you could spend time keeping her busy with toys etc and she'll realize you can be fun too - I played ALOT with each of mine - aside from letting them play with each other - I made SURE I played with them as much as I could when they were little...
Jumping on Lily and biting her IS a sign of love - you said she doesn't want the attention - That IS her way of getting attention - if she didn't want any she wouldn't be jumping on Lily all the time - it's so normal for them for them to do this...the only way they know how to play is to jump and bite on them. When the puppy matures - they LEARN their biting limits and play much better.
From from what I saw with Cheri - when they're young they can bite kind of hard cause they
don't know any better....but your Lili will put her in her place if she hurts her.
Also - lots of babies don't want someone holding them all the time - they want to play....They have lots and lots of energy and your puppy sounds typical of a yorkie baby.
