seems you have a stuborn little guy there, he should be used to combing by now. make sure you stick to combing him everyday, no matter how tired or busy the day gets - even a few minutes every day adds to the consistency of it. Pep hated combing and it took me a really long time to get him used to it. I tried distractions like Cheerios, combing him after a longer walk or playtime or at night when he was falling asleep. But after sticking to it every day for months he now sits through it or lays down - he still hates having his face fashed and combed but I'm sure we'll get there
