I do not think it is too late to start crating. In fact I think that is what she needs, until she gets her routine down. Make sure she is on a eating schedule, this will help you know when she needs to go. Do a search for a schedule, I have seen them on here, to give you an idea. Also, to make sure she is picking up her scent on the pee pad, dab some of her pee and poop on the pad. She will start to learn where to go. If that does not help, she may not like going poop where her pee is. You may have to pick up the pad after she goes pee and put a clean one down for her to poop. As far as creating goes.....if you can not keep a constant eye on her, she should stay in her crate. Some people have suggested to put a leash on and attach it to you, that way she is out of her crate, but she is close and you should see when she starts sniffing to pee or poop and you can take her right away to her pee pad. Hope this helps!
