They can be altered at that age...some people (and vets) prefer that you wait, some prefer to do it at that age. There are pros and cons to both.
You could have them altered before they leave your home. I have the owner sign a sales agreement stating that they will have s/n done by xxx date or the pup will be surrendered back. Don't be afraid to ask for references...I have found their vet can be a valuable source of info regarding their past responsibility as pet owners. Be sure you have a good sales agreement to cover your own tail.
