shame we can't snap our fingers and make the dog disappear...and reappear somewhere where they can take care of it. I would never leave my dog of any kind outside when I'm not home...I just don't trust people (sad but true).

I belong to a Yorkie Rescue...we would need the owners consent to take the dog away (sign a release form), the authorities would have to remove the dog for a legal reason (abuse etc).

If you do speak to the owner, see if you can give her an option (yorkie rescue ) so the dog does not wind up in the pound or worse.
