I think you should call Animal Control that works out of your county or city. I don't beleive that they will pick up the dog. They will come out and look at it and the situation. Since the dog is penned, they will determine if the Dog has enough water for the day and whether or not it has shelter. They will probably also look at the "fencing" and determine if it is solid enough and big enough for the dog. Once Animal Control has assessed the situation and made their recommendations, they will contact the owners and give them enough time to correct the problem(s).
They will only take the dog away if they feel that the dog's health is in emanate danger. |
