I do understand your concern. But I would not steal the dog. And what would animal control really do?? What do you say? "hello, there is a dog left in the owners yard! Can you go pick it up?" But I am naive to animal control "guidelines." Hmmm.
I think one of the best suggestions is to go and talk to the owners. Even if you "make up a little white lie" and maybe tell them you saw a BIG dog jumping at that little fence and you had to run over and scare the dog away! And tell the story of the other dog who killed the chi chi?
You may find out a bit more about the envirement over there once you're standing at the door too....
