Please do not go over and steal the dog, even if you think it's for the right reasons. If you are truly concerned I would call animal control and tell them what's going on and let the professionals do their job. Most likely if the dog has shade, food, and water though.. it will not be removed from the home...but maybe giving the family a warning is all they need to shape up.

People have such differing views on animals being left outside. I myself, could never do it.. but family members believe it's better for the dog, they enjoy the stimulation, ect. But, regardless of your opinion I think calling animal control would ease your mind and you would not be getting in trouble for doing something drastic.
