I'm probably wrong here . . . but I'm thinkin' I would go scoop the little thing up, give it some water and food and some lovin'. When you see the people have come home, let them know she needed 'help' . . . that's why you have her. And, let them know, you would love to 'have' her if she ever needs a home. . . .maybe even mention you thought that the building wasn't allowed to have pets (maybe they are babysitting). THEN. . . if you think she is being neglected badly in the future, call the animal control to pick her up. . . make sure you know when they pick her up and don't walk, but runnnn down there and claim her. But, like my husband says . . . I'd have 30 dogs if he let me.
