Any abuse or neglect IS your business - so bless you for wanting to take action, many people don't.
-- I wouldn't talk to the neighbor - doesn't sound like it'd achieve anything
-- I've heard of many apt. managers/landlords who, if they hear of an "illegal" pet, WILL ENTER THE PREMISES AND JUST PUT THE DOG/CAT OUT ON ITS OWN!! So, personally - I would not go that route.
Is there a yorkie rescue society? Is your shelter no-kill? I would go one of those routes if possible. Also, how hot does it get there in the summer for him?
Then again.....and I'm not advising this per se, I've been known to save dogs on my own, foster them, and find a really good home on my own - bc I don't want to risk them being put down.
Bottom line is, if you think this dog is being abused, neglected and/or is unsafe - then do whatever you can or are willing to do to get him into a safe, loving home.
