They can be left in adjoining crates or a divided exercise pen so they can see each other but I wouldn't leave them alone together without you being around to supervise.
As far as puppies not hurting each other that could be true, buy why take the chance? Before long they'll be more evenly matched in size and they'll be great company for each other.
