I've lived in Phx for almost 2 years now and it's really great, wonderful weather. It's pretty dog friendly - not as great as, say, Colorado - but many, many people seem to have dogs.
On the down side, I see alot of "yard dogs" here, which is really heartbreaking - their job is just security, to bark at intruders and they basically just live in a yard and receive no attention. I know there are yard dogs everywhere, but it is particularly bad here.
Commuting can be TERRIBLE here, so really be choosy. Both my husband and I work in Tempe, commute 15 mins from the newly developed area on South Mountain in Phoenix (we are right at the mountain, right near a major hiking trailhead which is wonderful). Def. explore areas in Phoenix proper.
I'd stay away from Chandler bc you'd be fighting bad traffic on the 10 both ways to get to Tempe (unless you live in N. Chandler and can stay on surface streets). Check out North Awhatukee (sort of north of Chandler) also - easy to get into Tempe IF you stay on surface streets away from teh 10.
There is a very cool area being developed on Tempe Town Lake - condo/loft/apartment type stuff. It would be pricey, but a great/fun area.
