I actually just moved from Phoenix to Nevada. I grew up in North Phoenix, and most recently lived in Mesa. My boyfriend worked in Tempe and our condo was at Alma School & Guadalupe. It took him between 25-30 minutes (depending on traffic, sometimes longer) to get to work every day. I would recommend south Scottsdale, Mesa, Chandler, Gilbert, Ahwatukee, or Tempe for a commute of 30-45 minutes.
There are many dog parks and dog friendly places. You won't see many people outside with their dogs during the day in the summer because it is so hot, but it's great in the evenings and during the winter (we don't have spring or fall
