There have been some posts below regarding what you're asking. I know it's frustrating. Tia will always pee on her pee pad if she's on that floor of the house (and she usually is), but refuses to poop there. I have to actually restrain her from wlaking away from the pee pad...and she won't poop while I'm holding onto her, and as soon as i let go, she runs off to another part of the house. If she doesn't "get it" in the next couple of weeks, I think I'll try bell training her to go outside.
