What kind of eye condition is this did the Vet say? Some are genetic and if that is the case, the breeder should be told. If it is congenital, as in one of those things but definitely a birth defect and not your fault then it is iffy if the breeder used the parents again for breeding that it could turn up again. If it is genetic, it is in the dogs either they have it or carrying the condition, she is breeding and likely has seen it before in puppies.
Either way, genetic or congenital, as a breeder, I would cover the cost of the surgery AFTER I talked to your vet and determined they know what they are doing OR meeting you half way to pick up the puppy take it to my vet for a second opinion, and/ surgery and then meet you again to return it.
But if the breeder is offering you something at least it is something.
