Jessie, that sounds like it's exactly part of your problem.
Don't overwhelm his kidneys. Don't get me wrong, it's great to offer him fresh water and so on, but withholding it, just like w/ a child that has potty training issues, doesn't mean that he still won't be getting enough. It'll just be on a schedule so you can control when he has to pee and when he doesn't.

Your call, just thought I'd offer my two cents.
