I think a vet can fix them any time, but it is not recommended. The vets use a smaller and slightly different equipment, I think. The animals can have more complications during and after the surgery when they are smaller.
As a pet owner, you can wait until the dog is 6 months in order to make it easier for the vet and the animal, but the shelters prefer not to wait for obvious reasons.
