I have two that try and trick me - they pee right away then turn to go in with that innocent look on their faces...
I fell for it a few times....
One of them does go better if she walks a bit. I think for some dogs, it helps move things along, you know? Otherwise, you can stand outside and wait or bring him/her in and crate him and try again in a bit and keep repeating that... it is tedious and time consuming but hopefully will pay off!
