You can still
walk or drive into Mexico without a passport this year, as long as you have picture ID, but you can not
fly into Mexico without a passport. If you are staying overnight, you need your birth certificate. I don't know about Canada but I believe the rules are the same.
Next year you will need a passport to cross the border by any method.
I went ahead and got my passport this year finally after many years of just crossing the border with my birth certificate. Took 6 weeks. The longer you wait, the longer it will take or so they told me at the passport office.
