I have a pee pad holder and our puppy never tries tearing up the pads. It's called Floor Protection Tray. We got it mainly to protect our carpet as the potty pad was between our kitchen and the dining room. We would find pee underneath the pad and realized that our carpet was soaking up the excess. But it locks the pads into the tray with a snap of the surrounding frame and prevents the puppy from being able to get ahold of the edges or being able to shred the pads.
