Finnegan's didn't pop up until he was about 16-18 weeks old. The breeder had taped them for several weeks with no results. When we brought him home at 13 weeks, we took the tape off. Gradually, over the following few weeks, they popped right up. I must say, though, yorkies look very cute with floppy ears!
