As a former restaurant owner, I never had a problem with someone bringing in a dog in a carrier/tote. In most cases, you never even knew they were there and they usually exhibited better behavior than most of the children that came in. I had one regular customer that had been bringing her Yorkie in for months with nobody the wiser. It never made a noise at all. Everyone thought it was just her purse, never realising it was precious cargo. .
