  I have been a voluteer for the CT humane society for 3 years now (a private, non-profit organization (since 1881) supported through private donations, grants and the community)........we are a no-kill shelter (seriously). The only exception is if the animal is severely aggresive or has rabies and every other resource has been exhausted. (behavorist consultation, training etc).  This rarely happens though.
 What we do with the un-adopted animals is rotate. We are partnered with other shelters in other states. We have a motorhome that drives them to those shelters and are exchanged for some of their animals. That is why we always have different and new animals. We encourage people to keep coming back and looking for what they are looking for. The animals have a much higher chance of getting adopted and are exposed to a lot more people.
 
 "The purpose of the Society is to promote humanity and kindness, and to prevent cruelty to man and animals, by information, statistics, appropriate literature, and by all lawful means which they may deem wise and best, and by assisting in prosecution of crimes of a cruel and inhumane nature; and generally to encourage justice and humanity and to discourage injustice and inhumanity."
 
 
 We have many programs and fund-raising to run the shelter.  Auctions, garage sells, bake sales, dinners, doggy-washes, car donations (people can donate and old car which is tax deductible........in turn it is fixed and sold.  The $$ is for the animals).  Foster-care, behavioral training, obedience classes, companion animal services, pet therapy, vaccine clinics.  We also have cats inside petsmart waiting to be adopted.  There are over 200 volunteers from administration to cage cleaning.
   
 I really hope there were more shelther like these
